Remove config/database.yml.env as it's no longer used

Also remove the out dated section "Complete database variables"
from `doc/administration/environment_variables.md`.

Those variables are only supported by copying the env file.
It's just a template though so it's not really behaviour
we support so much as an example of how you could use
environment variables in a config file.
