Update Gitlab Shell version to 14.26.0

- Include error and log as Error when recovering
- Fix the established session metric
- Require Go 1.19 and drop use of golang-crypto fork
- Update dependency gitlab-dangerfiles to '~> 3.13.0'
- Create gotestsum in support/bin and ignore
