Use pipeline url instead of id in release environments notification

In https://gitlab.com/gitlab-org/release-tools/-/merge_requests/3243,
we changed to use pipeline url instead of id, because the URL provides
both the project path and the ID.

This commit reflexes this change to the notification script. Without it,
the notification pipeline will fail.
