feat: New REST api endpoint to patch CI_JOB_TOKEN access settings

Users are now able to update the value for job token scope settings
through the REST API.

With this commit, we introduce the new endpoint for the REST API:
- PATCH "api/v4/projects/:id/job_token_scope".
