Fix tooltip for suggested similar issue state icon

When creating a new issue, suggested similar issues are shown based on
the title string entered. Currently, the tooltip on hover for the issue
state icon is broken. This MR fixes it by using a span for the ref
isntead of the `<gl-icon>` component.
