Update the latest DS template to use the new DS analyzer

- add DS_ENFORCE_NEW_ANALYZER CI/CD variable, set to false by default
- add rules to disable old jobs if DS_ENFORCE_NEW_ANALYZER is true
- add a new job for the new DS analyzer
