Reindex Elasticsearch user index to update integer with long type

The mappings changes were introduced with
https://gitlab.com/gitlab-org/gitlab/-/merge_requests/180178, but the
reindexing with `MigrationReindexBasedOnSchemaVersion` is not useful for
re-mapping the fields.
