Use UTF-8 encoding for email notifications

Previously, we forced US-ASCII encoding to work around a bug in
premailer 1.10.x.

The bug is now fixed in 1.11.0 so we do not need this anymore.

This also fixes how some mail servers handle HTML-encoded entities.
