Update vmstat to version 2.3.0

Fixes https://gitlab.com/gitlab-org/gitlab-ce/issues/26114

vmstat 2.3.0 fixes an issue with reporting the incorrect # of CPUs. This is used in the GitLab Admin Dashboard.
