Update semver_dialects gem

Update semver_dialects gem from 1.6.0 to 1.6.1.
This fixes a bug where SemverDialects#version_sat?
raises a NoMethodException for a version range that's empty.
This bug might occur in background Sidekiq jobs for
Continuous Vulnerability Scanning.
