Gemfile: Update Gitaly Gem to v15.1.0-rc1

Gitaly has introduced a new `UserDeleteBranchError` message type for the
`UserDeleteBranch` RPC in order to stop reporting errors with an `OK`
error code.

Update the Gitaly Gem to v15.1.0-rc1 to pull in this new message type.
