Push asdf-bootstrapped-verify to separate registry and tag with commit sha

This changes adds additional location for `asdf-bootstrapped-verify` docker
image tagged with commit sha. This is required for `gitlab` pipelines to work
correctly, mainly stable branch pipelines that require pinning explicit image
versions.

At the moment pinning to specific digest sha is used which doesn't work due to
registry garbage collecting older untagged images.
