Add level column to Compliance Features table

Many Compliance features exist on multiple "levels" of the product:
Instance, Group or Project level. Others exist only on one level.
Previously this distinction was not clear in the "Compliance features"
table in the documentation. This adds a column to display the levels
each feature is available at.
