Remove majority of frequent items app

This code is not largely unused since the legacy nav has been disabled.
Thanks to https://gitlab.com/groups/gitlab-org/-/epics/11957 most of the
localStorage related code can also be deleted.

Only creating an issue from an epic now relies on this.
