Reduce compile size of notify_enhanced · c450672f

- This makes notify_enhanced.scss ~4-5X smaller
- This should improve the premailer performance
- This also splits up bootstrap_migration into:
  - bootstrap_migration_variables
  - bootstrap_migration_reset
  - bootstrap_migration_components
- The biggest offender here was including all gitlab/ui
  components
