Integrate authorization into Blazor router (#10491)

* Split AuthorizeView in two, so "Core" part can be reused from routing

* Rename LayoutDisplay to PageDisplay

* Integrate authorization with Router/PageDisplay

* CR: Replace AuthorizeViewCore.razor with AuthorizeViewCore.cs
