This edge release fixes a bug in the proxy that could cause it to be killed in certain situations. It also uses a more relaxed policy for the identity controller that allows it to work in environments where health checks come from outside of the pod network. * Skipped Prometheus scrapes on policy's `admin` server so that it no longer incorrectly appears as "DOWN" in the Prometheus UI * Updated the identity controller to use the 'all-unauthenticated' policy so that it can accept health checks from the node IPs * Fixed an infinite loop in the proxy that could cause it to be killed * Added tests for the multicluster install command (thanks @crevil!) * Fixed a bug where `authz` CLI commands would fail when policy resources had an empty selector
