self-provisioner can't see its project after creating it

General remarks

Describe the bug A standalone minimal env. Using a self-provisioner to create a project but can't see it in the project list page. Re-login will see it.

Versions used(KubeSphere/Kubernetes) KubeSphere: 3.0.0-dev

Environment How many nodes and their hardware configuration: allinone

Expected behavior Should be able to see the new project immediately.
