Can't add UI text for "_CREATE_DESC" in Authorized Users

Describe the bug

For a certain role, if there is no user assigned this role, the description displays _CREATE_DESC which cannot be used as a key to add either ZH-CN or EN texts to (I tried to use it as a key to add texts but local build failed).

Environment KubeSphere web console

To Reproduce Steps to reproduce the behavior:

1. Go to 'Project Roles' under "Project Settings".

2. Click a role name (PS: no users have been assigned this role)
3. In Authorized Users:
