problems on querying workloads

Describe the bug

1.Could not query workloads whose status is updating

2.Could not do fuzzy query when the query condition is project

3.The shows were different between name condition and project condition when no workloads could be found

  • The condition input boxs were visible when the query condition was name and no workloads could be found image
  • The condition input boxs disappeared when the query condition was project and no workloads could be found image

including pages: cluster-management->workloads, projects->workloads, multi-cluster-projects->workloads including list of workloads: deployments, statefulsets, daemonsets
