Describe the bug 1、After the environment is created, enter the cluster management, view the storage type, and enter the default storage type details page 2、Click More Actions - "Permission Rules", it shows that it is enabled

Versions used(KubeSphere/Kubernetes) KubeSphere: v3.3.0-alpha.1

Expected behavior Permission settings should default to off
