Incorrect information for exceeding the resource limit when creating workload

Describe the bug

1. Requests were set for workspace quotas, but the quotas of project requests were not set ,
2. when creating workload, requests were not set for the workload.

problem: On the creating workload page, there is a prompt for exceeding the resource limit
