Remove the Menu Item of Update for Cluster Gateway

Describe the bug Cluster Gateway is a new feature in KubeSphere 3.2. Therefore, no need to have an Update item for a cluster gateway as shown in the following screenshot.

Versions used(KubeSphere/Kubernetes) KubeSphere: v3.2.0-rc.1 Kubernetes: v1.21.5

To Reproduce Steps to reproduce the behavior:

1. Go to Gateway Settings under Cluster Settings.
2. On the Gateway Settings page, select the Cluster Gateway tab, and click Set Gateway to create a cluster gateway.
3. Click Operations.

Expected behavior No Update.
