Update storageClass Capability logic

What would you like to be added: Add the following logic about storage Classcapability: if console can not find annotations, treat it as false. And if the storageClass have no annotations about capability, the user cannot set it to true on the console. Why is this needed: Reduce the possibility of user error operation
