The skip TLS verificaition checkbox cannot be selected

Describe the bug The Skip TLS verification. checkbox cannot be selected, and if it is somehow selected, the checkbox cannot be cleared.

The following screenshots show the issue: image image If these selections are by default, then I don't get that why it is necessary.

Versions used(KubeSphere/Kubernetes) KubeSphere: v3.1.0

To Reproduce Steps to reproduce the behavior:

  1. Go to Platfom -> Platform Settings -> Notification Management -> Notification Configuration.
  2. Under the Webhook tab, select a verification type from the Verification Type drop-down list.
  3. You'll see that the checkbox is sometimes choosable.

Expected behavior This checkbox should be selected or cleared, and if the settings are by default, then this selection should not be shown.
