Environment
Preset conditions
There is a user 'test' with global-role workspaces-manager or workspaces-viewing
The environment is enabled multi-cluster function but only have one cluster 'host'
To Reproduce Steps to reproduce the behavior:
- Use user 'test' login ks
- Click on 'metering and billing'
