user-manager in config file not match users-manager in Dashboard

General remarks

配置的是user-manager，但权限判断是users-manager，差了一个字母 KubeSphere-users

Describe the bug 权限跳转判断错误. 查看代码发现判断条件写错了 文件: server/config.yaml 文件: src/pages/console/containers/Dashboard/index.jsx
