SMTP server port can be "-" in Notification Settings

Describe the bug There has no warn when type "-" in SMTP Server Address's port field.

For UI issues please also add a screenshot that shows the issue. image

Versions used(KubeSphere/Kubernetes) KubeSphere: v3.1 Kubernetes: (If KubeSphere installer used, you can skip this)

Environment How many nodes and their hardware configuration:

For example: 1 masters: 4cpu/8g 3 nodes: 4cpu/8g

(and other info are welcomed to help us debugging)

To Reproduce Steps to reproduce the behavior:

  1. Platform -> Platform Settings -> Notification Management -> Email
  2. Type '-' in SMTP Server Address's port field
  3. See no warning

Expected behavior There should be a warning that a invalid input.
