Should explicitly specify IDs for WeCom receivers

Describe the Bug Platform Settings -> Notification Manager -> WeCom -> Receiver Settings

Should explicitly use User ID, Department ID, Tag ID instead. Otherwise people may think the name of user/department/tag is also okay.
