When user without project and Devops project permissions visit the workspace overview page, an error message is reported.

Preset conditions 1、there is a workspace 'wx-ws1' 2、there is a user 'test' with global role 'platform-regular' , with workspace 'wx-ws1' role 'Access Control' and without 'project' and 'Devops project' permissions

To Reproduce Steps to reproduce the behavior:

1. use account 'test' log in KS
2. go to workspace 'wx-ws1'
3. click on 'wx-ws1'
4. select workspace 'wx-ws1'

Expected behavior Cannot enter the overview page of enterprise space or no error information after entered.
