When setting quotas, clear the resource limit input box, and the default value should be ’No Limit‘

Describe the bug 'Edit Workspace Quota', 'Edit Project Quota', and 'Edit Container Resource Default Request' have this issue.

Environment kubespheredev/ks-console:latest

Preset conditions There is workspace 'A'

To Reproduce Steps to reproduce the behavior:

1. Go to workspce 'A'
2. Click on 'Workspace Settings'
3. Click on 'Quota Management'
4. Click on 'Edit Quota'
5. input 6 in cpu Resource Limit
6. input 2 in cpu Resource Request
7. clear cpu resource limit input box
8. Click 'ok'

Expected behavior Set successfully. cpu Resource Request :2 ,cpu Resource Limit :no limit
