Cannot change the loc of Edit Labels and Add Labels

General remarks

Describe the bug I cannot find the string of "Edit 标签" or “Add 标签” in the console repository. They should be “编辑标签” and “添加标签” in Chinese, but I cannot change them.

On the node detail page, you can find the UI.
