create devops project in multi-cluster env

Describe the bug Self provisioner creates devops project. Host has devops component enabled but cluster-01 does not. Two suggestions:

1. Like the creation page, show not enabled tip on the cluster-01 in the dropdown menu of devops project list page.
2. When create the project successfully, it is not back to the host in the dropdown menu, which will confuse users, making them misunderstand there is bug that no project created.
