What does this MR do and why?

在 https://jihulab.com/gitlab-cn/gitlab 项目中，如果检测到 issue 打上了 typefeature 或 typebug 的标签，需要在 issue 评论中提醒作者，给 issue 加上 plan label：

  • 对于任意一个 issue 仅需添加这些 label 中的一个，比如：某个 issue 是 Basic 版的功能，那就只需要添加 GitLab Basic，无需再添加 GitLab Premium 和 GitLab Ultimate。
  • 如果某个 issue 所需要做的是通用基础性的改动，跟任何一个具体的价格版本都不直接相关，请使用 GitLab Core 。
