Remind "Capacity planning" in Slack

Our VP needs remind us to finish the "Capacity planning" at a fixed time each month, we can make it automatically.

Remind Logic

Use "Slack webhook" to send the remind content to the channel engineering-internal, we can refer to the processor: triage/processor/code_review_experience_slack.rb
