Refactor and clean some JH rake tasks

What does this MR do?

  1. Use new map Build::Info::Deploy::OS_MAPPING which was updated by upstream
  2. Delete deprecated job push_cdn_cache since we've been using packages.gitlab.cn to distribute packages. The way CDN + COS is deprecated.
