auto-deploy pipeline misbehaves after merging the new CI files

The CI pipeline in dev-ops instance does not work on the auto deploy pipeline.

  • branch builds are triggered when the bot push version file update commits which should be skipped
  • auto-deploy tag should be built but it doesn't
