Fix skip spec of production pipeline

What does this MR do and why?

1. Fix production pipeline： Failed with skip spec error in skip_specs.rb
2. Remove file_path: 'qa/specs/features/browser_ui/5_package/package_registry/helm_registry_spec.rb', because it is unnecessary after solution has been changed.
3. Fill skip reason in "To do"
