What does this MR do and why?

Related to upstream MR https://gitlab.com/gitlab-org/gitlab/-/merge_requests/94293

1. Robucop changes
2. user_free_cap spec errors
3. Removed CI templates under JH dir.
4. Deleted the file that previously overwrote the base dir for looking for CI Templates.
5. Override ci_template_variables method in project.rb.
