Allow blank `JHQA_ENV_TYPE`

What does this MR do and why?

Follow up !614 (merged), there is a check job that will not support the env JHQA_ENV_TYPE, so we need to make it blankable.

When the env leaves blank, the QA environment will not skip tests by SkipSpecs.
