Resolve "Time tracking for fixing pipeline"

Fix broken pipeline jobs
This jobs fails due to the phone number is required for JH SaaS, we need to add this two cases to skip list to resolve these.
This fails due to the SubscriptionPortal urls are set to different values in JH compared with upstream, the solution is that we can skip this two cases first and let @icbd to see whether we can find another way to do not skip these cases.
