In JH, skip user role check if visit terms page if real_name_system is turn on

Steps to reproduce.

  1. Turn off real_name_system feature flag.
  2. Register a new user (but not login yet)
  3. Turn on real_name_system feature flag.
  4. Login to the application.
  5. Observe
