Do not pull artifacts in code sync job

What does this MR do and why?

currently trigger job https://jihulab.com/gitlab-cn/gitlab/-/jobs/15527612 contains lots of pulling artifacts from previously stage, which is unnecessary. so use `dependency: []` to disable it.
