What does this MR do and why?

Issue: #4141 (closed)

  1. 增加新的路由：merge_requests/{IID}/custom_page （仅有路由，前端页面等待其他 MR 实现）
  2. 为接口 merge_requests/{IID}.json 增加新的返回值：
