Fix pre-main JH pipeline 2024-02-22 broken by new billing page feature

Because JH use Premium trial as the default, which is different from upstream using Ultimate trial, the upstream tests cases are failed, so skiped them and added the replaced tests in JH
Improvements for JH group billing page
- display correct currency symbol in page, based on @chaomao upstream MR: https://gitlab.com/gitlab-org/gitlab/-/merge_requests/145378
- add
10,000 CI/CD minutes per monthin Premium plan, related issue: #4070 (comment 4580018)
