The solution for upstream as-if-jh job failure like https://gitlab.com/gitlab-org/gitlab/-/jobs/1806765232 is still in discussion, see https://gitlab.com/gitlab-jh/gitlab/-/issues/350#note_729481367, this MR is part of https://gitlab.com/gitlab-jh/gitlab/-/merge_requests/128/ to make sure the jh_else_ce components are already exist in JH so that the as-if-jh job in https://gitlab.com/gitlab-org/gitlab/-/merge_requests/74225 can pass.
