Draft: Add rules to disable jobs temporary

What does this MR do and why?

Due to upstream MR being almost merged, we need to disable jobs we don't want to run in the GitLab pipeline currently.

The * as-if-foss jobs are triggered by changes: code-*-patterns because this MR includes upstream MR's changes, if the upstream MR was merged, * as-if-foss will not be triggered anymore.
