Draft: Skip subscriptions jest
What does this MR do and why?
Changes from upstream often break jest tests in JH.
We temporarily skip the subscriptions jest so that it does not break the pipelines of the main-jh branch.
Add we need a follow-up MR to cover the cases for JH. @tianlu1677
