In ee/app/views/projects/_project_templates.html.haml, ::Gitlab::CurrentSettings.custom_project_templates_enabled? returns false, so the page can not found dom js-custom-group-project-templates-nav-link.

Solution

Add stub_ee_application_setting(custom_project_templates_enabled: true) to before block.
