What does this MR do and why?

No longer skip flaky test spec/features/issues/user_interacts_with_awards_spec.rb.

The reason this test has occasionally failed before is that when the click event occurs, the judgment is made without waiting for the request to complete.

After adding wait_for_requests in the test, the problem is solved: Upstream MR
